Chapter 3
不尚贤
不尚贤,
使民不争;
不贵难得之货,
使民不为盗;
不见可欲,
使民心不乱。
是以「圣人」之治,
虚其心,
实其腹,
弱其志,
强其骨。
常使民无知无欲。
a> Do not honor the worthy. This will keep the people from contention. Do not prize rare things. This will keep the people from becoming thieves. Do not display the desirable. The hearts of the people will not be turbulent.
b> Hence the governance of the sage: Empty their minds and fill their bellies, Weaken their wills and strengthen their bones. Always render the people free of knowledge and desire. Ensure that the clever do not dare to act.
c> Engage in non-action (wuwei) and nothing will go unruled.
